Statement of Purpose


This sets out the Statement of Purpose for Five Stars Care Services Ltd as required by the Health and Social Care Act 2008. Its sets out the:

  • Company's aims and objectives
  • Nature of services provided
  • The qualifications of the Registered Person and /or the Registered Manager
  • The range of qualifications of domiciliary staff
  • The comments suggestions and complaints procedure

Five Stars Care Services is a privately owned domiciliary care company based in Kelvedon Essex, established in 2014 committed to providing high quality person centered to people in their own homes.
Our home care service gives you the choice to remain independent in your own home, with full support from Five Stars Care Services, adhering to all your needs and requirements. We are based in Kelvedon and cover surrounding areas which includes Colchester, Witham, Maldon, Heybridge , Braintree and Tiptree. Five Stars Care Services is regulated and inspected by the Care Quality Commission (CQC).


Five Stars Care Services aims to provide services which safeguard and promote the health, welfare and life of vulnerable Adults who wish to remain in their homes Objectives are to provide services which:

  • Are reliable, dependable, and responsive
  • Show courtesy, dignity and respect
  • Meet the assessed needs of service user
  • Recognize the individuality and the diversity of each service users
  • Maximize independence and promote life skills
  • Offer choices and enable service users to make decisions about how the care is to be provided

Five Stars Care Services aim to achieve this by Employing competent well trained management and staff encouraging all our staff to be have QCF Level 2 in health and social care or above or to be working towards these Developing procedures and policies in line with the relevant legislator’s requirements Regular staff meetings, appraisals supervisions, observations on staff to ensure they are providing the correct care.


Five Stars Care Services is a domiciliary agency which provides a range of personal care and essential domestic support for vulnerable adults living in their homes. Our aim is to support the individuals so they can stay in their home as long as possible, adhering to all their needs and requirements.

The services provided will be tailored to the individuals needs of each service user examples of services provided are:

  • Assistance with dressing and grooming
  • Help with personal cleanliness (washing, showering, bathing and, teeth cleanliness)
  • Assistance with help getting up in the morning and going to bed on an evening
  • Preparing meals and drinks.
  • Incontinence care
  • Household duties washing clothes, ironing, hoovering, dusting and cleaning
  • Prompting medication
  • End of life care
  • Palliative care


All our care staff will be encouraged and supported to gain qualifications to a minimum level 2 or the QCF level 2 Diploma in health and social care within 12 months of employment also completing the care certificate within 12 weeks of employment.

All staff will receive full training in line with the statutory requirements:

  • Moving and Handling
  • Health and Safety
  • Safeguarding of venerable adults, whistle blowing
  • Infection Control
  • Food Hygiene
  • First Aid
  • Fire Safety
  • Medication

As well as this training there will be other training offered to our staff to improve their knowledge in the care industry, Dementia, Catheter Care, End of Life and any further courses the staff may be interested in.

All staff have an induction period to include the mandatory training essential training and shadowing until they feel confident to work alone. All staff will also have to complete the care certificate within 12 weeks of employment.

All staff will have to obtain a satisfactory Enhanced Criminal Record check and supply us with 2 references before any employment commences.

Qualifications of the registered manager

Diploma in health and social care

Level 4 in health and social care

Level 5 Diploma in leadership for health and social care

Level 7 NVQ in Diploma in Strategic management and leadership

Currently studying Advanced Psychotherapy level 4

Here at Five Stars Care Services we aim to resolve any concerns or complaints as quickly as possible, any complaint will be dealt with by the Registered manager who will try to resolve any issue by discussing the matter first with the service user or person concerned, if a complaint cannot be resolved informally, it will be passed to the Registered Person for an investigation. The Registered person may investigate the matter personally or commission an independent investigation to ensure objective. At the end of the investigation the Registered person will meet with the service user to discuss the outcome.
